Tower Shores Beach Association Board of Directors Candidate Biography
Name Elizabeth Frazee Beach Address Ocean Hamlet #1 – 29167 Ocean Road
How long have you owned property in the Community?
My family has owned our unit at Ocean Hamlet for 1½ years, since October 2020, but we’ve been vacationing in Tower Shores for ages. We were attracted by the beautiful beach, the low-key community, and the free spirit of our Tower Shores neighbors. There is so much to love about Tower Shores. When we aren’t at the beach, my husband, Curtis, and I live in McLean, VA. Our two young adult children share our love for the beach.
What do you see as the most pressing issues in the community?
As a new member of the Tower Shores community, I was surprised by the amount of strife that exists over some longstanding issues such as proposed changes to the TSBA Restrictive Covenants. The fact that there had been two prior failed attempts to amend the document was a sign to me that a new approach was needed. I volunteered to chair a new Restrictive Covenants committee and with nine other neighbors was able to craft a sensible approach that reflects the community today.
Other issues such as the beach rules, including whether there should be dogs on the beach and lifeguards, can be worked out with the same type of consensus-driven collaboration.
As a board member, I’d work hard to curb the dogmatic rhetoric that I’ve heard from some involved in TSBA work. I appreciate everyone’s willingness to volunteer and serve the community, but some actions drive wedges rather than build bridges between neighbors. I’d build bridges.
What skills would you bring to the Board of Directors?
I’d bring my experience of driving people to consensus positions. Professionally, I am a small business owner and attorney with an over 30-year career in federal government relations. I worked in Congress and for fortune 100 corporations before becoming an entrepreneur. I serve on several non-profit boards in Washington, DC. I know how to communicate effectively.
I have expertise in managing strong personalities, honed from a lifetime in politics. I know how to navigate those with long-held convictions to a position of consensus. I hope you’ll support my candidacy and my passion for driving consensus. Life is too short to fight with our neighbors!

How long have you owned property in the Community?
Just under 3 years
What do you see as the most pressing issues in the community?
I want the Tower Shores community to maintain its eclectic and welcoming nature and to be an enjoyable and relaxing place for every homeowner. As a member of the board, I have strived to learn, understand, and implement the interests of the majority of homeowners to achieve this goal. I think our community does a good job in raising issues that they wish to see addressed and welcome the opportunity to continue seeking solutions.
I also feel that the board has a duty to be financially responsible with the community’s budget while maintaining a safe and pleasant neighborhood.
If I were picking two issues to focus on next year, I would suggest we address the fishing debate and continue to work on improving the parking/traffic issues associated with Matts. I very much hope that we will join the North Bethany Coalition and that the broader organization will support lowering the Route 1 speed limit.
What skills would you bring to the Board of Directors?
I have served on the board for 2 years. In doing so, I have learned a great deal about keeping our community moving forward. I have also come to appreciate the many varied (and often very strong) opinions of both our homeowners and the board and hope that we can continue to benefit from having board members with diverse opinions. Being willing to voice an unpopular opinion, stand up for fair discussions, and facilitate compromises are skills that I have continued to grow over the last 2 years.
I am willing to continue to serve as the treasurer should I be reelected.

Name Robert Meloni Beach Address 29135 Ocean Rd #7
How long have you owned property in the Community?
Three years
What do you see as the most pressing issues in the community?
Timely Tower Shore resident/owner input on the important issues (restrictive covenant and other community management topics, trash pickup, common area maintenance, dune maintenance stewardship, safety) seems to be a missing element in the community. With improved HOA involvement by more of the residents, the touchier community questions (dune management, dogs on the beach, lifeguards) would be better managed.
What skills would you bring to the Board of Directors?
As a Virginia-based CPA (now retired), my professional experience has been in finance (tax and accounting) department priority setting and team building to support national and international businesses. I also have a background in real estate rental, both in a professional and personal setting.
Per me, my skills are centered on process development through a cooperative spirit to manage an organization, ie building people and processes to effectively address needs of the business, or in this case, of the TS Community, today and in the future. There are small and large jobs in any organization, all deserving of being accomplished well. My skill set could be used on a variety of tasks to be accomplished at Tower Shores.

How long have you owned property in the Community?
9 years
What do you see as the most pressing issues in the community?
I have been on the Board for the last 2 years and plan on running again. I joined the Board two years ago because I wanted to give back to the community that is such a special place. We have a diamond in the rough and I am running again to help make sure Tower Shores continues to be such a wonderful place. I do my best to vote for issues that I feel are important to the community. It is my belief that owners and renters come to Tower Shores to relax and get away from the daily challenges that life brings. If I am elected I will continue to try and make Tower Shores that place.
What skills would you bring to the Board of Directors?
As a former owner and now current manager of a trash and recycle business, I am well qualified to continue to manage the Tower Shores contract with Republic Services. This is the largest expense on our annual Tower Shores budget.
